KLINGENSMITH JAMES C. KLINGER Age 74, of Scott Twp., on Saturday, August 22, 2015. Son of the late James G. Klingensmith and Anna Marie Hudson and the late Angeline Badalatta Klingensmith; loving father of Janeen (Tom) Hughey, James J. (Michelle) Klingensmith, Vincent (Diane) Klingensmith, and the late Ann Marie Klingensmith; brother of Joe Klingensmith, Jack Klingensmith, and the late Jeffrey Steele; grandfather of Zachary and Joseph Hughey, Samantha and Conner Klingensmith, Olivia and Vincent Klingensmith. "Klinger" was a Labor Leader, Executive Vice President of the Allegheny County Council ACLC AFL-CIO, member of SEIU, and a Labor Liason for UPMC. Klinger was one of the driving forces who brought union representation to the Allegheny County worker. Klinger officiated college football for over 30 years with the NCAA having officiated in both the BIG 10 Conference and Conference USA as both a line judge and field judge. He officiated in seven NCAA bowl games and multiple Army Navy Games.
